Starting in early 2026, an important change will come into effect for Ukrainian citizens in Europe: the Roam Like At Home principle will be implemented, meaning mobile communications in EU countries will operate at the same rates as in Ukraine, with no additional roaming charges.
This decision by the European Union is related to Ukraine’s integration into the common European telecommunications market.
This means:
🟢 Internet, calls, and SMS within the EU — at Ukrainian rates. No roaming surcharges or hidden fees.
🟢 Roaming in Europe will be effectively free. Your minutes/gigabytes will work abroad just like at home.
🟢 No need to buy local SIM cards to save money.
🟢 Calls to your home and within the EU will be cheaper, as rates will be unified.
🟢 You can safely use social media, maps, and work online—your communication costs will remain the same.
EU citizens visiting Ukraine will also be able to use Ukrainian networks at their national rates, without the international surcharge.
This is a mutual decision between the EU and Ukraine.
