It is not possible to verify a Certificate of Competence/GMDSS issued through the Seafarer’s Account (with a QR code). First, you must complete the procedure for replacing the certificate with a government-issued one.
π’ Verification
Verification is currently mandatory. Therefore, both the certificate and the confirmation must be verified on the MorAd website.
Study Requirements
- 12 months in the last 5 years
or - 3 months in the last 6 months
If your experience is insufficient, then:
π’take the CES test or complete refresher courses;
- two additional certificates are required (verified on the MorAd website):
π’ Personal Life-Saving Appliance and Lifeboat Specialist Certificate (except high-speed rescue boats)
π’ Advanced Firefighting Specialist Certificate
π’ What else is needed?
- A valid Ukrainian medical examination
- Basic Safety Specialist Certificate (BSSC)

- Through Diia
- Through MorAd or MorReachService branches
- By mail
