Member states of the International Maritime Organization (IMO) are tired of Washington’s threats to disrupt the October vote on shipping decarbonization rules

The US is considering tariffs, visa restrictions and port charges against countries that support the new climate framework. In private conversations, delegates call this outright “blackmail”

To pass a decision, it is necessary:

🔘2/3 of the votes of member states,
🔘and the support of countries representing more than 50% of the world’s tonnage

🚢 The major flags (Panama, Liberia, Marshall Islands, Hong Kong) control almost half of the world’s fleet, which makes the system vulnerable to political pressure
