The Polish government has confirmed the development of a new document—a three-year residence card, the CUKR, for Ukrainians with PESEL UKR status. The law has passed parliament and awaits presidential signature, after which the exact launch date will be announced.
💻 Applications are only accepted online.
Applications will be accepted through the MOS (Mój Obcokrajowiec) system. The system’s activation date has not yet been set; authorities promise to announce it in advance.
📄Ukrainian citizens who:
- had PESEL UKR status as of June 4, 2025
- maintain this status at the time of application
- have held this status continuously for at least one year
Children will also be eligible for the card if their legal status is confirmed and the application is submitted by a parent or guardian.
❗️The system will automatically reject applications if the registry does not contain required information: passport information, fingerprints, or a digital signature.
After submission, you will need:
- an online application,
- an account in the MOS system,
- a photo,
- proof of two state fees.
You only need to visit the office once in person to pick up the completed card.
❗️After the card is issued, your PESEL UKR status is terminated.
The new document grants:
- a 3-year residence permit in Poland,
- the right to work without additional permits,
- the right to open a business,
- the right to travel within the Schengen area for up to 90 days every 180 days.
This period will be taken into account when applying for a long-term residence permit in the EU.
❗️Cardholder Responsibilities
- report a change of address within 15 working days;
- do not leave Poland for more than 6 consecutive months, otherwise the card will become invalid;
- collect the completed document within 60 days, otherwise the decision will become invalid.
📢 Further clarification will appear after the law is signed by the president.
