The Cabinet of Ministers has adopted a resolution postponing the mandatory use of Prozorro for major concession tenders until 2027. This changes the conditions for preparing one of the largest infrastructure projects—the 40-year concession of two terminals at Chornomorsk Port.

🔹 The Chornomorsk tender can now be held outside the mandatory electronic procedure, giving the government more flexibility in choosing the format and timing. Formally, the tender remains in place, but the requirements for its implementation are becoming less stringent.

🔹 Chornomorsk is a strategic facility:

  • a container terminal with a capacity of up to 760,000 TEUs,
  • a universal terminal with a cargo throughput of over 5 million tons.

Their modernization and investor attraction could change the port’s role in national logistics.

🔹 The project is generating attention and discussion: concerns have been raised regarding the documentation, environmental aspects, and the need for more open government communication.

🛳️ The upcoming decisions regarding the competition format will determine the fate of the port of Chornomorsk for decades to come—the quality of the process will determine the scale of investment, modernization, and competitiveness of the port.
