According to the plan, the modernization will increase the throughput capacity to 2 million tons of cargo and bring in about UAH 100 million in profit. Formally, the money is allocated by a state enterprise, but the logic of the project is more like a bureaucratic one – to report on “investments” even under the constant threat of attacks

The berth has been reconstructed since 2016. Now the third stage is being launched: dredging, new railway tracks and piles. But the tender requirements are so inflated that this could lead to the victory of a pre-determined company. Especially considering how easy it is to limit competition under such conditions — in practice, this could be another “closed” contract for a pre-determined contractor

⛔️ The main question: how to build logistics under missile attacks, without defense and evacuation plans? Risks are ignored, but legitimized by the tender procedure. Defense strategies, evacuation plans, working conditions of personnel under threat — none of this is disclosed in the project
