The newly elected leader noted that the maritime and port industry is currently undergoing a difficult transformation due to war, blockade, shelling, and energy restrictions. According to Barinov, Ukraine’s unique experience operating within the sea corridor regime allows it to be shared with the international community.
💬 “I believe that Ukrport should become a modern, professional, and influential association—a service for its members, a consolidated voice for the industry, and a reliable partner for the government and the international port community. Much work lies ahead,” he stated.

🫡 Dmytro Barinov’s career is closely tied to maritime transport. Specifically, in 1989, he graduated from the Odesa National Maritime Academy with a degree in naval engineering. From 1989 to 1994, he worked on ships of the Black Sea Shipping Company.

🔘In 2014, he headed the branch of the Maritime Search and Rescue Service of the Ukrainian Sea Port Authority. Until 2017, he was Chairman of the Board of the Ukrainian Danube Shipping Company. In 2018, he was appointed Deputy Chairman of the State Service of Maritime and River Transport of Ukraine.

🔘From 2021 to 2025, Barinov served as Deputy Chairman of the Ukrainian Sea Ports Authority for Government Relations and also chaired the company’s Supervisory Board.
