🎓 Master (Captain)

— Has full legal authority over the vessel
— Has overriding authority according to the requirements of the International Maritime Organization (SOLAS V/34-1)
— Responsible for:
▪️ Vessel
▪️ Crew
▪️ Cargo
▪️ Environment

👉 The captain’s authority is always retained

🧭 Harbor Pilot (Pilot)

— Local expert and advisor
— Pilots the vessel
— Works under the captain’s responsibility
— Ensures knowledge of the waters, port regulations, and traffic

❗️No transfer of command occurs

Civil liability remains with the captain. He is the legal representative of the shipowner. Pilotage does not transfer legal responsibility, and therefore cannot transfer command.

🇵🇦 The exception is the Panama Canal, where special rules apply.
